The Stafford County Board of County Commissioners met in regular session on Monday, December 12 in the Commissioner’s Room of the Courthouse. Present: Clayton Grimmett, Roger Fanshier and J.D. Hager.
Approved: Jolene Biggs, Insurance Planning, Inc., presented the 2012 insurance renewal proposal for county property and vehicles. Changes made throughout the year were reviewed. The Commercial Property value has increased by $ 1,064,307 from last years value limit. Five vehicles were added in 2011, with two being deleted. The Workers Compensation experience modification went from 1.07 in 2011 to 1.13 for 2012. This is a difference of 6%. The new workers compensation rates have not been approved by the state so the company has used the current rates. There will be an adjustment once the rates are approved. The overall premium has increased approximately $ 10,000.00 with workers compensation coverage attributing to the biggest increase. Increasing deductibles was discussed with no real savings being achieved by raising the deductibles from the current $ 500.00 rate. Work Comp statistics were reviewed by the board and Mrs. Biggs. The total estimated premium will be $ 134,669.00, subject to adjustments on the work comp rates. JD Hager moved and Roger Fanshier seconded to accept the insurance renewal as presented. Motion carried 3-0.
Approved: Phillip Nusser, Road Supervisor, met with the board to discuss a purchase of a used excavator from Foley Equipment. There are 3600 hours on the used 2006 CAT machine. The purchase price is $ 107,000.00 – trade in is included of the 1986 unit that the county currently owns. The new unit should last 20 years. The CAT will be coming from Texas in the near future, with the county having the option to purchase, if the unit is acceptable. Roger Fanshier moved and JD Hager seconded to accept the bid from Foley for the excavator – 2006 CAT 320 CL at a cost of $ 107,000.00. Contingent on county’s approval. Motion carried 3-0.

Information / Denied: Reconvened at 9:35 a.m. - Lisa Milton was present to protest the Minimum Maintenance Road designation on the NW 40th Ave running north and south as between NW 80th Street and NW 90th Street along the lines between Sections 1 and 2, 23 South, Range 14 West.
The Milton’s own the north half of the section and need access on the west side for farm ground. Semi’s have trouble accessing the Milton’s land under the current road conditions. Only access to farm ground is through this road. Milton does not want the road to go to minimum maintenance.

Andra Bartlett has concerns too, according to Milton. The issues raised by Milton, concerned the commissioners on whether the landowners had been contacted. Lisa stated that they had not been contacted by the board about the minimum maintenance designation.
Roger Fanshier moved and JD Hager seconded to not approve Resolution 2011-20, pending clarification that landowners had been contacted by the Township board members. Motion carried 3-0.
Milton would like to be notified if a meeting will be held with the township board members concerning the minimum maintenance request.
Executive Session: At the request of Nita Keenan, County Clerk, Roger Fanshier moved and JD Hager seconded to recess to executive session for 15 minutes to discuss non-elected personnel. Motion carried 3-0. In at 9:45 a.m., out at 9:55 a.m.
Information: LuAnn Brister, Register of Deeds, met with the board to discuss the lack of space in her office. In the past few weeks, there have been up to 10 people in the office at one time. Work space is main issue. Brister asked if the board had given any more thought in the giving up the current commission room and moving to the Annex so she could have the office space for overflow.
Lisa Milton, Treasurer, joined the meeting. Public computers currently by the Appraiser’s Office in the hallway could be moved to the room. A couple of additional public computer stations as well as a sturdy table would be purchased by the ROD. The board assured Brister and Milton that the move would happen in the near future.
