The Stafford County Board of County Commissioners met in regular session on Monday, December 5. Present: Clayton Grimmett, Roger Fanshier and J.D. Hager.
Information/Approved: Darren Reed, Landfill Supervisor, met with the board along with Bert and Brad Esfeld to discuss the payment on the bill that was submitted for digging the new pit at the landfill.
There is a discrepancy on the hours that were submitted for payment from what Darren had kept track of. Concerning the dozer hours, the actual pushing the scraper through is one thing, but dozer hours on standby are another issue.
There was a soft area that the dozer had to be used to push the scraper through the pit. The original agreement was to pay no more than an additional $ 10,000.00 for the dozer.
The full amount was billed to the county. Reed had a total of 20 hours maximum push time recorded.
The original bid had 1,500 feet of silt fence on it. The silt fence used was the wrong type of fence, and it was installed in the wrong place.
$39,720.00 was the original bid.
The final billing was $ 51,820 - $ 12,100 over the original bid.
According to Esfeld, the silt fence was bid by the foot - the original fence was installed, and throughout the construction of the pit, the fence was torn out, thus additional fence had to be purchased to re-install, as per the specifications for the pit. Hay bales for erosion control and culvert installation were additional work that Esfeld Construction completed for the county without being included in the bid.
The original bid was reviewed by those present, Bert submitted a revised bid, with $ 5,000.00 being submitted for dozer assistance, 2,000 feet of silt fence were billed instead of the original 3,000 feet for a charge of $ 3,400.00, adding the straw bales and a culvert installation – $ 2,480.00.
The culvert and straw bales were not bid on the original bid. Esfeld also charged an additional $ 4,000.00 for a Terracon change order which created a four day delay, at $ 1,000 per day.
The total revised invoice submitted was $ 51,600.00. Esfeld contents that since Terracon’s changes created some of the additional charges, the county should try to recoup that money from Terracon. A set of plans was given to Esfeld at the time of bidding, he was told not to bid the culvert.
The commissioners decided to pay $ 840 for the installation of the culvert. The straw bales were on the plans, as a part of the storm water controls.

Commissioners could not understand why the county was being penalized for the delay created by Terracon. There was no written change orders submitted by Terracon. The machinery was still running at times during the four day period, according to Reed.
Following a lengthy discussion, $ 45,960.00 was the agreed upon amount due - the original bid of $ 36,720.00 + $ 5,000.00 for dozer assistance + $ 3,400.00 for the silt fence + $ 840.00 for the dozer installation.
Esfeld will pursue with Terracon the additional $ 4,000.00 charge that he feels was created with the change order. Roger Fanshier moved and JD Hager seconded to pay Esfeld Construction $ 45,960.00. Motion carried 3-0.
Darren should know by next week if the pit is completed as per the specs. Half will be paid with the mid-month December check run, with the remainder to follow once the pit is approved and ready to go as per KDHE.
Information: Steve Moody, Emergency Services Director, presented a disaster calendar for a three year period. This is a requirement for the Emergency Management Performance Grant funds. JD Hager moved and Roger Fanshier seconded to approve the 2012-2014 Exercise Calendar. Motion carried 3-0.
Information: Lisa Milton, Treasurer, presented the third quarter investment report for the county.
Information: Tax Abatements - Roger Fanshier moved and JD Hager seconded to approve the tax abatements.Motion carried 3-0.
Information: Nita Keenan, County Clerk presented a balance sheet for the hospital for the month ending October 31, 2011. This information was emailed to Keenan from Hilary Dolbee.
An agreement with World Pest Control & Sunflower Services for the renewal of the Sentricon Termite treatment for the garage south of the courthouse was discussed. It was the consensus to continue with the termite treatment on the garage.
Approved: A Cereal Malt Beverage renewal for 2012 for the Kanza Coop/ St John Shortstop was presented to the board. JD moved and Roger seconded to approve the renewal for the Short Stop. Motion carried 3-0.
Approved: Health insurance renewal – quotes on the county’s insurance renewal were considered from Blue Cross/Blue Shield as well as Benefit Management, Inc. The proposal is to now offer county employees two options for benefit plans. A 300/600 and a 500/1000 deductible option will be offered. If the Employee chooses the 300/600 deductible, a higher monthly premium will be paid by the employee. A four tier premium plan will be established: Employee only, Employee/Spouse, Employee/Child, and a Family plan. Dental coverage will be an addition to the health coverage for employees to opt in to or not, at an additional charge. Historically, the county has not required county employees to pay towards the single plan. With the rise in health insurance costs, to keep the benefits at a high level, the county must implement a plan to charge a premium for every plan.
The current carrier, Benefit Management Inc, submitted the lower quote for fixed costs. Roger Fanshier moved and JD Hager seconded to approve the new health care plan with Benefit Management Inc. Motion carried 3-0.
