Gun/ammo permit ok’d; custodian hired

The Stafford County Board of County Commissioners met in regular session on Monday, January 30, 2012 in the Commissioner’s Room of the Courthouse.  Present:  Roger Fanshier, JD Hager and Clayton Grimmett.

Approved:   Ryan Witt, Noxious Weed Director presented the 2011 Annual Noxious Weed Eradication Report.  Clay Grimmett moved and JD Hager seconded to approve the 2011 Annual Noxious Weed Eradication Report.  Motion carried 3-0.

Approved:  Steve Moody and Misty Blakeslee, Emergency Services, met with the board to discuss the upcoming EMS class that Ms Blakeslee is going to start teaching independently.  The class will not be run through Barton County, which will be cheaper for the participants.  There are ten people signed up for the classes.  Several students are not eligible for the state grant funding.  Moody requested permission to pay for two and possibly a third person’s fee – $ 500.00 per student, with a signed contract agreement out of the EMS funds.  These three are high school kids who do not qualify for the state aid funding.  JD Hager moved and Clayton Grimmett seconded to allow the $ 500.00 for the two students, and possibly the third from EMS budget.  Motion carried 3-0. 

Executive Session:  At the request of Moody, Clayton Grimmett moved and JD Hager seconded to recess to executive session for 10 minutes to discuss non-elected personnel.  Motion carried 3-0.  In at 8:48 a.m. out at 8:58 a.m.

Approved:  Carl Miller, Appraiser, met with the board to present a follow up on the zoning meeting for Seth Cantrall.  The board granted the conditional use permit for the gun/ammo shop. 

Information:  Miller presented copies of Senate Bill 317, and House Bill 2501 – dealing with refineries, taxed as real estate value now.  These two bills are trying to convert that value to personal property, which could make the value exempt, due to a bill that exempted machinery and equipment – Schedule 5.  Miller is going to Topeka on Wednesday along with two Ellsworth Commissioners and the USD 112 superintendent to testify against the bills.

Severed Minerals HB 2264 – repealing K.S.A. 79-420 – wording that is wrong, the bill is intended to try to address the severed mineral issue, but in the wording, it states the right or title to any mineral interest in real estate, essentially doing away with all interests.  This bill needs to be repealed and sent back for correction to state “severed mineral interests” in real estate, or dropped all together.  Miller encouraged the commissioners to contact the Kansas Association of Counties to voice disapproval on these issues.

Information:  Phillip Nusser, Road Supervisor, met with the board to discuss scheduling a road tour for February 13th.   This date will work for the board.  The annual Township/County lunch meeting will be held on March 19th in the Annex. 

Approved:  Updating the salary survey and job descriptions for the county was discussed.  The current salary schedule was last updated in 2008.  The cost for the service by the Austin Peters Group will be $ 3,150.00.  Clayton Grimmett moved and JD Hager seconded to enter in to an understanding from the Austin Peters Group to perform the update.  Motion carried 3-0. 

Approved:  The board met with Mike Dater to discuss the janitor/maintenance position job.  Benefits were reviewed, as well as the salary that is being offered - $ 14.06/hour.  The job description was reviewed as well as other duties expected of Dater.  Clayton Grimmett moved JD Hager seconded to hire Michael Dater to the position of janitor/maintenance position for county property.  Motion carried 3-0.  Date of hire will be Feb 1, 2012.

Information:  Lu Ann Brister, Register of Deeds, met with the board to say thank you for the storage units that were build on the east side of the Annex for county department use.
